Declined payments

  I have been tryong to upgarde and install a site. but the payment is continulusly declined. When in inquired from my bank I was told that an intial charge done by wordpress is getting declined as it is a zero payment. According to them there should be a value of atleast $1. I think this is the process of verifying the card payments. Please help on this issue
