Can there be a converter which can all of the theme settings to a new theme?
When I am installing wordpress, I didn’t use this one and now I faced this situation.The blog I need help with is: (visible only to logged in users)

Hey there gigannual,
Can you explain what settings you want to move? Generally speaking, each theme uses it’s own stylesheet and settings, and when you switch between them they will retain their own settings. If I understand your question correctly, there is no ‘converter’ that will do this for you.
but perhaps if you explain which settings you mean, I can be of more help to you.

If you scroll down to the section titled Switch Themes you’ll find:
When you change a theme, nearly everything comes with you. Your posts, pages, media, blogroll and all of your content stay with you.
So I guess you are possibly just asking about the placement of widgets, and setting regarding colours and style, am I correct?
For instructions on how to change the settings on your new theme, you will need to visit the documentation written for that particular theme – it will guide you on how to customise it to look just how you want.
You can add and remove your widgets (for example to style your sidebar or any other widgetized area) by using the customizer -> Scroll down to Widgets menu that you will find in the WordPress.com interface.
