Defunct user names- any way to claim them?

I’d realy like to get the user name hellsinger for my fiance- his blog on weebly is hellsinger.com and I’d like to transfer him over to here since its a better platform.
Unfortunately the name is taken already. I’ve done my research- it’s used by an Estonian and the first and only time it was used was in November 2007.
So my question’s are-
1) Do user names expire after a certain period of no usage?
2) If no- is there any way of contacting somebody who doesn’t have their own blog? OR
3) If yes- how long before it happens and is there anyway to expedite the process?Thanks in advance,

Hi- it will eventually be a blog on wordpress.com as opposed to a self-hosted blog if I can get a hold of the user name- otherwise it’ll always be Hellsinger999 posted “…” which won’t look very good on a long term blog.
I have my own blog account but did not want to confuse the issue.

I believe I remember reading here before that names can’t be claimed by someone else even if it’s been inactive for months or years. We really don’t know the reason why it’s not active. Could be in a coma for all we know! Or maybe they wanted to claim it so no one else would take it for whatever else blogs they might have on different blogging platforms and social networks.
You can have officialhellsinger or hellsingerblog or different variations of the name.
