Degree of customization of each package

Hi there,
I currently have the basic (free) wordpress.com package.
I am thinking about upgrading (to premium), but I want to get a feel for how much I can and can’t customise my themes within the different packages.
With basic, you can just change the basic things like the text and the header picture right? It’s not possible to delve further in and move things around.
If that’s correct I need the premium package. If I purchase this, am I able to make a website look exactly as I want it to look (in principle)?

Premium gives you custom fonts and backgrounds, but as long as you are good at CSS you can do quite a lot.

Neither the free plan nor the Premium plan allow you to upload your own themes or plugins.
