  WordPress.com is unable to delete user accounts. You can inactivate your account and unsubscribe from all WordPress.com emails with the instructions outlined here: https://en.support.wordpress.com/deleting-accounts/

  If you want to delete a site, you first need to verify that you will never want to use that .wordpress.com domain ever again. Once deleted, you (nor anyone else) can ever use that domain again.
