How do I delete a site and start over with a different name?
The blog I need help with is: (visible only to logged in users)

The Site title (blog name) and/or the optional Tagline can be changed on the top of this page at any time. >Dashbaord > Settings > General … “save changes”.
That is exactly where search engine spiders look for the site title and removing it from there can cause issues with getting your content indexed. Note that the site title (blog name) and blog address URL do not have to be the same but it’s better for SEO (search engine optimization) if they are the same. -
All blogs are independent websites. What you do on one has NO impact on others. To delete a WordPress.COM hosted blog you must be logged in as Admin under the exact same username account that registered the blog to navigate to Dashboard > Tools > Delete Site. If you are not logged in under the correct username account then clear your browser cache https://en.support.wordpress.com/browser-issues/#clearing-your-browser-cache and cookies https://en.support.wordpress.com/browser-issues/#clearing-wordpress-com-cookies prior to logging into another account
If the log-in information is lost you need to visit https://en.wordpress.com/wp-login.php?action=lostpassword

Deleted blog URLs are not recycled, regardless of who registered and deleted them and no exceptions are made except for the one stated here http://en.support.wordpress.com/recycling-blog-names/

IMPORTANT: re: changing a .wordpress.com address
We cannot edit any blog URLs. If you want to change the .wordpress.com blog address ie. the URL starting with http:// then you must be logged in as Admin under the exact same username account that registered the blog to do that and the URL you desire must be available. If so, then you can change the URL by using the guide http://en.support.wordpress.com/changing-blog-address/ Then all the content will be the same only the URLs will change and nothing else.Be sure to locate the correct page http://en.support.files.wordpress.com/2011/01/dashboard-e1371648470893.png
Changing a URL is meant to be a permanent and irreversible act. No changed or deleted blog URLs are recycled here, regardless of who registered and deleted them and the only exceptions are made are for URLs that were deleted 2 or more years ago
