To delete a WordPress.COM hosted blog you must be logged in as Admin under the exact same username account that registered the blog to navigate to Dashboard > Tools > Delete Site. The guide is here http://en.support.wordpress.com/delete-site/

If you are not logged in under the correct username account then clear your browser cache https://en.support.wordpress.com/browser-issues/#clearing-your-browser-cache and cookies https://en.support.wordpress.com/browser-issues/#clearing-wordpress-com-cookies prior to logging into another account
If the log-in information is lost you need to visit https://en.wordpress.com/wp-login.php?action=lostpassword

Deleted blog URLs are not recycled, regardless of who registered and deleted them and no exceptions are made except for the one stated here http://en.support.wordpress.com/recycling-blog-names/

Alternatively, to change blog visibility to Private go to > Settings > Reading scroll to Blog Visibility and choose option 3. See the guide here http://en.support.wordpress.com/settings/privacy-settings

Hi there,
You don’t own any upgrades, so you should be able to delete your site on the My Site ->Settings page. The option is at the bottom of that page.
It’s not possible to delete WordPress.com username accounts, but you can can disable it by following the instructions outlined here:
