To save you time we can try to determine relevant details such as which upgrade, which site URL and which username account is this about.
How many username accounts and sites do you have? Maybe you failed to cancel one and disable auto renew.

I’m sorry about inconvenience. You have referred to a card but you cannot delete any site with upgrades without cancelling the upgrades first.
Please clarify exactly which upgrade, exactly which site URL, and exactly which username account is this about.

All sites are independent. What you do on one or to one has no impact on any other site. To delete a WordPress.COM hosted site you must be logged in as Admin under the exact same username account that registered the blog to navigate to Dashboard > Tools > Delete Site. Prior to deletion warnings are issued. Deleted wordpress.COM blog URLs are not recycled, regardless of who registered and deleted them and the only exceptions are made are for URLs that were deleted 2 or more years ago. http://en.support.wordpress.com/recycling-blog-names/

There are hundred of thousands even millions blogging here. Staff work through all threads tagged for their help in date stamp order by answering the ones with the earliest dates first, and moving forward to the ones with the most recent dates, as would be expected. That’s why our patience is required and it’s also why providing as much information up front as we can is helpful as it speeds up the process.
