Delete account

I am needing to delete my account and start fresh. I have an upgrade that is pending to be refunded/deleted so it keeps telling me I can’t delete the account. How do I get this process moved along quicker?

I think you are unclear about the fact that every blog has to be registered under a username account and accounts cannot be deleted. http://en.support.wordpress.com/deleting-accounts/
You can register another account if you wish and then transfer the blog to that username account. Is that what you want to do? Please be descriptive and include URLs so we know what you are aiming to do.

If all you want to do is delete the content then that’s easy to do. You can quickly remove your contents by deleting them in bulk.
