  I would like to delete my account. I do not want to leave it ‘inactive.’

  WordPress.com is unable to delete accounts. See here https://en.support.wordpress.com/deleting-accounts/

  There is the option to leave your account inactive as you mentioned. You can also unsubscribe from all WordPress.com emails under subscription settings. https://wordpress.com/me/notifications/subscriptions
