  I don’t want to leave my account inactive. I want to DELETE it completely. I’ve never used it even after I customized account settings

  Hello,

  Accounts can only be deactivated.

  This is stop others from signing up using the same user account and impersonating the user. Also, since many other websites or services created by Automattic (the company that runs wordpress.com) uses wordpress.com account. Hence, users are allowed to deactivate their accounts, but not delete.
