Delete an empty site

it looks like I have 2 sites, one I completed and the other has the same url but is not populated. Can I delete the empty one without affecting the other.
The blog I need help with is: (visible only to logged in users)

All sites are independent and what’s done on one has no impact on any other site.
To delete a WordPress.COM hosted blog that you registered you must be logged in as Admin under the exact same username account that registered the blog to navigate to Dashboard > Tools > Delete Site.
