How can I delete a blog I am no longer using. I don’t mean a post, I mean the entire thing. Please advise.

To delete a WordPress.COM hosted site you must be logged in as Admin under the exact same username account that registered the blog to navigate to Dashboard > Tools > Delete Site. The guide is here http://en.support.wordpress.com/delete-site/ note the alternatives provided there.
