delete blog query

Why is it that I can not get a blog address back if I delete it? I would like to reactivate ryopo.wordpress.com please.
As a new user I deleted it in error, only intending to delete the title of the blog as I could not see how to change it on the site.

Provided you are logged in under the username account that registered the blog you can delete the blog by using these instructions. http://en.support.wordpress.com/delete-site/
Note there are 3 warnings one must bypass and then a verification link in an email must be clicked to delete a blog. That’s to prevent anyone from accidentally deleting a blog, as there is no recycling of deleted blog URLs.
