Any Admin of that site can delete it. This support guide explains how. https://wordpress.com/support/delete-site/ Read the cautions carefully.

The site is deleted. The problem is the blog that we also need to remove. My old admin account no longer works and I cannot reconnect to it because I do not have the credentials needed to reconnect to the account.
-
That site isn’t deleted as it is still online. Are you sure your “old admin account” doesn’t work? If you log in with the username masterworkschorale and the correct password you will be able to delete that site.

The site https://masterworkschorale.org is a live site, but it has nothing to do with WordPress. It should not be deleted.
The blog at https://masterworkschorale.wordpress.com/ is old and misleading. The background of the blog is misleading with misinformation.
When I was working on the site I logged on from https://www.masterworkschorale.org/wp-login.php with the user name bill.masek. Since the site is no longer associated with WordPress get I a 404 when I try to access the account.

The blog at https://masterworkschorale.wordpress.com/ is up and running here on WordPress.com, as @themagicrobot said.
If you don’t have access to that blog through this link while logged in to the billmasek account, you’ll need to first log out of this account and then log back in to WordPress.com with the account that @themagicrobot mentioned. If you don’t have the log in information for that other account, follow the instructions in the support guide he linked to.

When I tried to follow the “recover account” instructions I needed a valid transaction id or account code. I do not have them. I can get a notarized letter from the president of the Masterworks Chorale asking for access.
I need access to someone at WorkPress who can review the situation and delete the blog, last accessed in 2008.

Please send an email to passwordhelp@wordpress.com explaining the situation, and we’ll see if there’s anything we can do for you.
