I keep following the steps to delete my blog, however there is no “tools” tab on my dashboard. I just want my blog deleted, and my account as well. Thank you for your time.

To delete your blog you must be logged in under the exact same username with which you created it. To prevent accidental deletion there will be multiple warnings that it cannot be reversed and you will have to click on a link in a confirmation email before your site will be deleted. Take note that there is no way to undo this. Both your blog’s content and address (URL) will be gone forever. Also keep in mind that cached copies of your blog might still be visible online several weeks after you delete it. There’s nothing WordPress.com can do about that, as those cached pages are kept by search engines, not by WordPress. http://en.support.wordpress.com/delete-site/

You cannot delete your wordpress.com username account. This is for security reasons so others cannot claim your username and impersonate you. http://en.support.wordpress.com/deleting-accounts/
The only details you were required to provide when signing up for your account was an email address. WordPress.com will never send you spam to that email address and also won’t sell it to third parties, as clearly stated in their privacy policy.
If you change that email to a throwaway address there will be no way your account could ever be linked to you. Any other details that you added yourself, you also have the power to delete yourself.
