  If you are on a free plan (yoursite.wordpress.com) then you can proceed with deleting your site by visiting the general tab in your WordPress site settings page.

  In the case, you have any upgrades such as premium or business plan, first, you would need to cancel your purchases at this link https://wordpress.com/me/purchases before you proceed with account/site deletion.
