  This is something you can and must do yourself. Just follow instructions at https://wordpress.com/support/delete-site/

  Oh I understand now. This site _did_ have an upgrade. It was a business site before, and you have uploaded a custom theme or plugin.

  You need to have it fully downgraded first, which may lose some of your content. If you’ll agree, and understand the risk of content loss, we can take care of that for you. Then you can delete it.
