To delete a WordPress.COM hosted blog you must be logged in as Admin under the exact same username account that registered the blog to navigate to Dashboard > Tools > Delete Site. The guide is here http://en.support.wordpress.com/delete-site/

Deleted blog URLs are not recycled, regardless of who registered and deleted them and no exceptions are made except for the one stated here http://en.support.wordpress.com/recycling-blog-names/

Did this username account cc67209094 register the underlying .wordpress.com site and purchase the upgrade for it?
If the answer is yes then is the email address here https://wordpress.com/me/account correct?
If the answer is no then did you change your username account at any time after registering the underlying .wordpress.com site and purchasing the upgrade?
Is there not a customer service number or some one I can speak to for assistance.
If you wish to email Staff you can do that but when a thread is tagged for Staff support like https://en.forums.wordpress.com/topic/delete-my-website-11?replies=4#post-2811534 support is delivered more quickly than emailing them. Duplicating threads and also emailing Staff simply creates a greater delay.

I’m not try to be difficult or stress anyone out, I don’t find anywhere that I can delete this website and be done.

The issue is that the WordPress.com user account that you are posting from is not the owner of that upgrade.
Typically this happens because you ended up with a second WordPress.com user account at some point and THAT account is the one that was used to purchase the upgrade. You will need to log into that second account in order to cancel the upgrade and delete the site.
