Delete or edit sites when login-information is lost?

Dear all,
Is it possible to delete or edit a blog, when account information and password are both lost?
I am currently doing social service at Tibetan Settlement Office in Dharamsala and there is a Website from 2011 (https://cleanupperdharamsalaprogramme.wordpress.com) which we would like to remove and replace. Unfortunately, as said, the required information is not known anymore.
So if you know a possibility of either recovering both or gaining access to the site without it, we would be really glad.

If you’ve lost your username and password, the very first step in recovering your account is filling up the account recovery form here –

Unfortunately, there is virtually no information about the site left here, apart from who created it (they aren’t reachable now or don’t recall those details themselves anymore) and when. So I can’t even provide the proves asked for on this page.
Do you think it is possible to regain ownership through content, comparable to the right to ones own picture? In that, we could provide an official statement from Tibetan Settlement Office confirming ist representation by me in this issue…
Otherwise I think it will not be possible to access it, since we have tried to find the details required for the usual procedure for several weeks.
