Hello, I would like to delete this blog (https://phasetworemembrance.wordpress.com) but I cannot seem to do so. When I click on ‘delete,’ I get the popup to enter my password, and when I do that, the only remaining action is the cancel button. The delete button never becomes active. (I have doubt-checked the password, it is not incorrect). I have deleted the content and I still can’t seem to delete the blog. I understand that it is a permanent action and I am OK with that.

We cannot do this for you. You have to act.
All blogs are independent websites. What you do on one has NO impact on others. To delete a WordPress.COM hosted blog you must be logged in as Admin under the exact same username account that registered the blog to navigate to Dashboard > Tools > Delete Site. Provided you are logged in as Admin under the exact same username account that registered the site go to
https://wordpress.com/settings/delete-ite/NAME_OF_BLOG.wordpress.com/
and click the “Delete Site” button.
* You must replace “NAME_OF_BLOG” in the URL above with the actual name of the blog in question.
Deleted blog URLs are not recycled, regardless of who registered and deleted them and no exceptions are made except for the one stated here http://en.support.wordpress.com/recycling-blog-names/

Alternatively, to change blog visibility to Private go to > Settings > Reading scroll to Blog Visibility and choose option 3. See the guide here http://en.support.wordpress.com/settings/privacy-settings
