All blogs are independent websites and deleting one has no impact on any others at all.
To delete a WordPress.COM hosted blog you must be logged in as Admin under the exact same username account that registered the blog to navigate to Dashboard > Tools > Delete Site. The guide is here http://en.support.wordpress.com/delete-site/
https://wordpress.com/settings/delete-site/NAME_OF_BLOG.wordpress.com
*Replace “NAME_OF_BLOG” with the actual name of the blog in the URL above.
If you are not logged in under the correct username account then clear your browser cache https://en.support.wordpress.com/browser-issues/#clearing-your-browser-cache and cookies https://en.support.wordpress.com/browser-issues/#clearing-wordpress-com-cookies prior to logging into another account
If the log-in information is lost you need to visit https://en.wordpress.com/wp-login.php?action=lostpassword

Deleted blog URLs are not recycled, regardless of who registered and deleted them and no exceptions are made except for the one stated here http://en.support.wordpress.com/recycling-blog-names/
To empty site content and keep the URL see here https://en.support.wordpress.com/empty-site/
Alternatively, to change blog visibility to Private go to > Settings > Reading scroll to Blog Visibility and choose option 3. See the guide here http://en.support.wordpress.com/settings/privacy-settings

Perhaps it’s me, but I’ve been computer literate for over 15 years, have managed topic-specific email lists, created commercial web sites, and owned a blog. I decided to try WordPress, but do not like it. Trying to follow your instructions on my iPad feels impossible. I’m stuck at your first suggestion…I cannot find the Dashboard!

.I cannot find the Dashboard!
You must be logged in under the exact same username that registered the site to be able to access the site. The Admin login link to the dashboard for every blog hosted by wordpress.COM is:
http://NAME_OF_BLOG.wordpress.com/wp-admin/
Replace NAME_OF_BLOG in that URL with the actual name of your blog.
If you are not logged in under that account then clear your browser cache https://en.support.wordpress.com/browser-issues/#clearing-your-browser-cache and cookies https://en.support.wordpress.com/browser-issues/#clearing-wordpress-com-cookies and then login correctly under the relevant username account.
If the login information has been lost go to
https://en.support.wordpress.com/passwords/
https://en.support.wordpress.com/passwords/#lost-passwordIf required use the account recovery form

I know my site name and password but none of this is working for me. Is it because
I’m on an iPad?
Can’t you just delete my account? -
If you’re talking about https://pinelandstreasures.wordpress.com/ that account is only two days old and you have set it to “private” so no one can see it anyway. If you found the page to make it Private I’m not sure why you couldn’t have seen the “Delete site” box below. I don’t think it makes much difference if you’re on an iPad or a PC. But to spell out again what @timethief supplied you in links already just use https://pinelandstreasures.wordpress.com/wp-admin to log in. That will find the “old” dashboard, but it’s actually just as easy to delete a site (if you’re happy to lose the address for the foreseeable future) by clicking on “My Site” “Settings” and then scrolling down on the right to delete site. When your site is deleted then follow these instructions to delete your account:-
