Delete Site

I have been trying to delete this site for years, and I finally figured out the password since it was associated with an email I no longer own. Now, upon trying to delete the site, it is saying I must pay a fine, but I need for this site to be deleted.
The blog I need help with is: (visible only to logged in users)

There’s no fine involved in deleting any site that has no upgrades like https://reilworld.wordpress.com/ is that the site you want to delete?

To delete a WordPress.COM hosted blog you must be logged in as Admin under the exact same username account that registered the blog to navigate to Dashboard > Tools > Delete Site. The guide is here http://en.support.wordpress.com/delete-site/ note the alternatives provided there.
