Can you tell us the URL of the site you need help with? Then we can advise you on the available options.
Please do not recommend people delete their sites if they just want to start over. Deleting a site completely removes the site from our system and will not allow someone to start over with the same address.
We have instructions for emptying a site here, which is the correct instructions to provide in this case:

Just adding that the user has also asked to completely delete their account at https://wordpress.com/forums/topic/delete-account-2228/ — although this was an earlier post (at the beginning of June).

Sorry for all the submissions. I have an account I can access at world press.com I have lost the ability to access the site though, I am being asked for a separate password which I do not know. I have gone through the protocols to identify myself and cannot. Therefore I need to delete the account and start over. I cannot access this website and it has no content anyway, I was starting over with the site. So to save agrevation, Ill close this account. Which I was to asked to contact admin to do.
