  It looks like there was a business plan on https://enginaireculture.wpcomstaging.com which has expired but the site has not been fully downgraded.

  In order to delete the site, there would need to be a downgrade in features.

  Your site’s content, theme, and customizations, such as widgets and menus, will return to the state they were before upgrading to the business plan. This process will also remove all plugins and custom themes, as well as any content added through them, and you will no longer be able to add plugins or custom themes to this site unless you upgrade again in the future.
