  In order to facilitate the deletion of your former Business Plan site, we’ll first need to fully downgrade it to a free site, which may result in the loss of any content created with plugins.

  Ok, the site has been fully downgraded, and you can now delete it by following the steps at https://wordpress.com/support/delete-site/
