Hello! The site hosting the above link was permanently deleted a few moments ago. However, I can still access the file linked above, which lived on that site. Why is this? How can I ensure that this file is permanently deleted along with my site?

The link is correct, and I can still access it in multiple browsers and even after clearing my browsing data. What can be done to ensure it is taken down?

Ok, as the files is purged and presenting a 404 message, you could try clearing the browser cache as well as the cookies.
Can you also confirm if this file presents a 404 on other internet connections please.

Hmm no luck, unfortunately. I tried clearing cookies, using a new browser, and sending the link to a friend to try opening it on another device. And the file comes up as the top option when I do a new key word search on google (even in a new browser). Is there any way to explain what is happening?

This is the website, and I definitely get a 404 error when I navigate to it:

But I am troubled by why I and others can still open the pdf that used to live on this site. Any ideas about why this might be?

Again, the file has been purged on our end as the file reports a 404 Not Found message.
You can query that file via the command line to get that response:

Google will cache site data even if a site is deleted and you will need to wait until your results drop in the search engine, which could take 3-4 months to occur. There is no further action you can take on WordPress.com’s end. You may request that Google remove a website from their index through their website removal request tool.
