Delete site no username or password

  I am trying to deactivate a program website that was created by an old colleague of mine. She nor anyone else knows the username or password that was used to create this WordPress account. I tried to do the “recover my account” form but I have none of the “proofs” needed to prove that this website belongs to me/my office. But this site needs to be taken down. Please let me know how to proceed.
