You don’t own any upgrades on WordPress.com. The premium plan on your site, http://friendsofharford.wordpress.com/, belongs to the username, friendsofharford. Only that user can cancel the upgrades via the Purchases page:
https://wordpress.com/me/purchases/
However, I also see that plan was bought in September 2016. We offer a full refund for 30 days after purchase on all upgrades except domains, and that plan is far beyond the refund period already, so we won’t be able to refund it any more should the owner cancel it now.

Hi there,
I upgraded my free account to a personal account (for 35$) and after realizing the template I was hoping to use wasn’t compatible with this type of account, I decided to cancel my subscription the same day. However, only 9$ were refunded to me. I would like to know why, since as per your refund policy, the full amount should be refunded.

I’ve refunded the domain portion of your plan as well. Please note that cancelled domains do not become available immediately, and you might not be able to register it again somewhere else.
