I accidentally checked out and wanted to cancel my account and be reimbursed
The blog I need help with is: (visible only to logged in users)

Please provide details such as:
- The username account that purchased the upgrade.
- Exactly which upgrade was purchased and when it was purchased.
- The underlying .wordpress.com blog the upgrade was purchased for.
- Any domain URL that is involved in the transaction.
WordPress.com provides a 30-day refund on all upgrades except Domain Registrations, Domain Renewals, and Guided Transfers. The refund period for Domain Registrations and Renewals is 48 hours.
Note: It takes from 1 – 2 weeks for the refund to be received.
You have to be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard, cancel any upgrades, claim a refund for any qualified upgrades, and disable auto-renew. The WordPress.com user account that you are posting from does not have any upgrades associated with it. Could you have had a second user account?
What upgrade did you purchase?

Nothing at all… I went through trying to find out why I had a 99 dollar charge on my debit card account.. But there is nothing with my wordpress account that should make that happen.

Your best bet might be to use https://wpchrg.wordpress.com/. That system is built for exactly what you are experiencing, a mystery charge.
Also, how was the charge listed on your debit card statement?
