If you would like to delete your WordPress.com site, there are options and instructions for doing so here:
Please bear in mind that once deleted, that site’s WordPress.com URL will become permanently unavailable for future use. If you feel that you might need that URL again in the future, you might want to choose one of the other options listed on the the page linked above.

I have a question. I found a blog on WordPress which you registered in 2007
and was not at all used whether it is possible to take the name of the blog? -
Even if a WordPress.com site has not been updated in a long time, we do not reassign its address. Please refer to this support page for more information:

The addresses for some sites deleted two or more years ago might be available again (though there are a variety technical limitations). If you see a deleted site with an address you want, you can try registering it as a new site here:
If the address is available, it will be yours instantly.
For non-deleted blogs, you can attempt to contact the owner of that blog and ask them if they would like to transfer it to you. You can do this by either leaving them a message using a contact form, if one exists on their site, or by leaving a comment on an existing page or post requesting they contact you.
If you are able to reach the blog owner and they are willing to transfer the blog to you, here are the instructions they can use to do that:

If they do not respond or refuse the transfer, you will need to select a different name for your WordPress.com blog.
