  If I previously had a blog, and then deleted it, am I able to get that same URL back or no?

  No you can’t get it back – sorry. To delete a blog takes bypassing 3 warnings that blog deletion is irreversible and clicking a confirmation link in an email for good reason ie. deleted blog URLs are not recycled.

  You can register another blog with a similar name. http://en.support.wordpress.com/register-a-blog/

  Or you can register a domain via a domain mapping upgrade and it will not matter what the underlying .wordpress.com address is.
