Deleted but never got upgrades services paid for

    I paid 99 for an upgrade. Then, I started a new account. I tried to delete another one that was free, but it deleted my new account even though the names were not the same. However, when I try to start a new one, it asks me to pay another 99 dollars which I should not have to do. I looked for payments, but it never showed on my account. It does show on my credit card statement. Who can I contact as I have been trying to get help for a month and not getting anywhere. This is just frustrating as I paid for the upgrade, and I have never had it show up on my account which caused the confusion in the name and deletion. If there is no help in starting a new one, how do I get a refund for the eleven months not used?
