Hi there,
To reconnect Jetpack, you’ll need to log into your admin user account for the site. We have no control over that account, as it exists in your site’s database on your hosting provider’s servers, where we have no access – you essentially revoked all control we had over your site from our end by disconnecting Jetpack :)
But I see your site is completely offline at the moment, and that wouldn’t have been caused by disconnecting or deleting Jetpack, so it looks like something else might be wrong here.
Please contact your hosting provider directly for help getting your site back online. Once it’s online again, they can also help you regain access to the admin user account if needed. After logging into the admin user account, you’ll be able to reinstall and reconnect Jetpack.

The subdomain, usfbullwriter.journalismanddesign.com, doesn’t have any DNS records associated with it at the moment, which would explain why it’s not loading anything.
But the root domain, journalismanddesign.com, appears to be hosted at Dreamhost.com, so they’re the people who can help you in this case.
