  I wanted to create a site that i deleted before. can i still use the same address?

  If you deleted it the address is gone forever, as you were warned at the time in the numerous confirmation messages and email. There is no way to get back a previously deleted URL, even if you were the original owner. http://en.support.wordpress.com/recycling-blog-names/
