  I deleted my website accidentally. I tried to recreate and I was not able to use the URL again. Are there some ways I can recover the URL?

  No, The URL I was asking about is actually https://chiamhuicheang.wordpress.com/.
  https://ict3001site.wordpress.com/ is another website I have.
