I installed WordPress on my site and after several days of experimenting, I dumped the website using my ftp program with the thought I’d reload from my account on wordpress.com. However, I can’t find where to reload wordpress. Can you help?

There is no FTP access https://en.support.wordpress.com/ftp-access/ and we cannot upload anything that way into any wordpress.com hosted blog. We can only import content. https://en.support.wordpress.com/import/
WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums.

We do not provide support for local installs or self-hosted wordpress.ORG installs here at wordpress.com. We provide support only for sites hosted by wordpress.COM.
If you don’t have a username account at WordPress.ORG account, you can click http://wordpress.org/support/ and register one on the top right-hand corner of the page that opens, https://wordpress.org/support/register.php so you can post to the support forums there and ask for advice.
