  Can we delete a post we made on a site we don’t manage?

  Longer answer, It depends. If you’re talking about a site here at WordPress.com it depends on your user role. Not if you are a contributor but yes if you are an Author or higher,

  If you are actually talking about a comment you left on someone elses site then only the site owner can delete it.
