Deleting a blog

I have an old Blog: Experimental Pagan. I have not posted there in several years and the dashboard/settings pages seem disabled or missing. I cannot find a way to delete this blog.
The blog I need help with is: (visible only to logged in users)

It is the person with the WordPress.COM username account who registered the blog under that username account and a single associated email address, and who is the original Admin of the blogs registered under that username account.
You have to be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard. The Admin login link to the dashboard for every blog hosted by wordpress.COM is:
http://NAME_OF_BLOG.wordpress.com/wp-admin/
* You will have to replace “name_of_blog” with the actual blog’s name in that URL.
After the blog’s owner logs in clicking this link should display all blogs registered under the same username account, including the hidden ones: https://dashboard.wordpress.com/wp-admin/index.php?page=my-blogs&show=hidden
If the blog’s owner does not see the blog here http://en.support.wordpress.com/my-blogs/ then they need to follow this guide > http://en.support.wordpress.com/my-blogs/#my-blogs-dashboard-visibility
If the log-in information is lost they need to visit https://en.wordpress.com/wp-login.php?action=lostpassword
If you check each and every possible email address and account and are not successful gaining access to the blog(s) then you must complete the form for account recovery at this link https://en.wordpress.com/wp-login.php?action=recovery and submit it to the Account Recovery Staff, and provide proof ownership, so they can contact you by email ie. not on these public support forums, which are available to everyone with internet access.
Support Staff cannot breach the privacy policy and provide the log-in information. You have to provide proof ownership to Account Recovery Staff to gain access https://en.support.wordpress.com/account-recovery/
If you cannot provide proof ownership to Account Recovery Staff, so they can contact you by email ie. not on these public support forums, which are available to everyone with internet access, then you have reached a dead end.

If you can access the site, know that all blogs are independent websites. What you do on one has NO impact on others. To delete a WordPress.COM hosted blog you must be logged in as Admin under the exact same username account that registered the blog to navigate to Dashboard > Tools > Delete Site. Provided you are logged in as Admin under the exact same username account that registered the site go to https://wordpress.com/settings/delete-site/experimentalpagan.wordpress.com/ and click the “Delete Site” button.

I am confused, back when I began the blog — I somehow missed a WP “beat” and it was not linked with my then more active other blog. Now, oddly, it IS — on other blogs, this one appears in the list every time I I hit “switch blogs”. BUT, I apparently am unrecognized as the blogs owner. No “edit” button is on each post to allow the deletion process. My user name and email appears identical — and yet I simultaneously do not exist.
I am not the most tech-saavy sort out there, but this one is boggling my mind in spite of every effort.

You are a contributor to the site which is why you see it under your My Sites list, but as you mentioned, you are not the owner. Only the owner has the ability to fully delete the site.
Do you happen to remember creating a different account than the one you are contacting us from? I would try to regain access to that account so that you can regain access to the site.

I am the owner, and I did create the site. Some how, however, the site has “lost” this information. It is very frustrating. The settings are mangled and unworkable as well. Oh, well – it will simply sit there inactive.

Hey there,
Our records show that the account that the site is under now is the same account that created the site. You may have created the site, but it appears that you may have inadvertently created a different account as well for that site.
Nevertheless, what I can do is set the site private for you so that no one can view the site and no search engines can find it.
Let me know if you would like me to proceed with setting the site to private.

Site has been set to private. It is still there if you ever find the account credentials, but no one is able to view the site.
