Deleting a blog site

  Two questions: I am trying to delete all of the blogs/websites so I can start from ground zero. How do I do that? 2nd question: if I start at having a free blog can I move to 2.99 or if I start at 2.99 per month can I move to 8.99 per month after a few months?

  The blog I need help with is: (visible only to logged in users)

  But if you want to use the same URL, I would suggest not to delete your site. Once you delete your site you can’t recover same URL.

  Instead empty your site by removing its content https://en.support.wordpress.com/empty-site/

  Yes. You can at any point of time upgrade your site to the desired plan.
