Deleting a site

I need to delete a site that was made before by another person. I have no contact of that person anymore and they have no interest or whatsoever in running the site anymore so I made a new one and the problem is, every time people Google the organization’s name I’m making a site for, that one comes up and thus confusing people. And that is why I’d like to permanently delete that site.
I tried to look for a ‘Contact Us’ page to WP staff but haven’t been successful at all.
I’ve been having this problem for years, please please please help.

Blogs are not owned by companies or organizations or groups. The sole owner of the blog is the username account that registered the blog and who is the Admin of the blog. That owner can transfer the blog to another username by using this process http://en.support.wordpress.com/moving-a-blog/#transferring-your-blog-to-another-user-or-account
If you cannot reach the blog owner Staff will not breach the privacy policy and provide the email address to you nor will they gift you with another blogger’s blog.

Thanks for responding.
I’m not particularly interested in knowing the email of the site owner (or in this case the email of the person who made it) but simply just get it deleted. It has been untouched since 2009 and it is really confusing the target audience or those people who are Googling the organization I’m making the site for, which is why I am looking for a way to contact the Staff to explain and ask them if they could remove it.Again, thanks for answering. Greatly appreciated.

There are no exceptions made. Staff do not arbitrarily delete any blog owner’s blog based on any request from anyone who is not the blog’s owner.
