We cannot do this for you.To delete a WordPress.COM hosted blog you must be logged in as Admin under the exact same username account that registered the blog to navigate to Dashboard > Tools > Delete Site. The guide is here http://en.support.wordpress.com/delete-site/
Deleted blog URLs are not recycled, regardless of who registered and deleted them and no exceptions are made except for the one stated here http://en.support.wordpress.com/recycling-blog-names/
Alternatively, to change blog visibility to Private go to > Settings > Reading scroll to Blog Visibility and choose option 3. See the guide here http://en.support.wordpress.com/settings/privacy-settings
Accounts cannot be deleted so we cannot be impersonated by anyone registering and using the same username in the future. Also note that Automattic Inc. owns wordpress.COM and also many other products and services listed here https://automattic.com/ that do require a wordpress.COM account. Therefore, account deactivation is provided and account deletion is not provided.

Here’s how to deactivate your account:

I know this is not possible at the moment. If the General Data Protection Regulation would come into force in the European Union, ‘We cannot do this for you’ might not be an adequate response. So it is better to be proactive and devise proactively a way to allow deletion of accounts. You might want to involve the software developers and people who make business decisions.

Hopefully you comprehend that any European laws do not apply to companies registered in the USA.
