Deleting all content and pages: Unable to change Homepage

I am having a very difficult time setting up this site/blog. I do not see any options to change my homepage. I also cannot delete a blog page that I see on the site. I must be doing something wrong.
I wanted to try to delete everything and start from scratch. Hoping that everything will be easier to set up again after the reset. I completed a help chat today and the representative let me know that I should see a button that says homepage settings. I was never able to see that link in my menu. Please let me know if I am missing something.

We, Volunteers, do not request access to private sites. Staff can access them so we respect privacy settings and type modlook into the sidebar tags on the thread for a Staff follow-up. Hi there,
You currently only have one page published on your site. Is that the page you want as the front page?
If not, first create and publish the page you do want to use. Then go to My Site ->Customize. There you should see the Homepage Settings option – that option only appears if you have at least one published, public page on the site, so if you didn’t see it before you likely did not have a published page yet.
