It is not possible to delete an account but you can delete your sites and remove all your personal info. You can find more info here: https://en.support.wordpress.com/deleting-accounts/
Take into consideration that all your data will be lost after deletion.

Canceling upgrades
You have to be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard, cancel any upgrades, claim a refund for any qualified upgrades, and disable auto-renew. Dashboard > Store > My Upgrades. You can also disable auto-renew there. http://en.support.wordpress.com/my-upgrades/#canceling-upgradesThis thread is also tagged for a Staff follow up. Hi there,
You have a domain, a Premium Plan, and a Premium Theme on your site. You need to cancel those first before you’ll be able to delete your site, as @timethief said.
If you need help cancelling any of the upgrades, let me know. Also be aware that if you cancel your domain it won’t become available immediately, and you might not be able to buy it again somewhere else. If you still want to use the domain, please see here how to transfer it instead:
