Deleting an old blog without logins

I’ve hired a few SEOs over the years and one of them created this page:

I was unaware of its existence until a couple of weeks ago. I’ve reached out to several of my previous SEOs but no one can find the correct login information. Deleting this blog is fairly important, as it is duplicate content from my website’s blog.
Is there a way I can delete this blog without claiming ownership? Or is there a way I can find out whose email account it’s tied to? If it helps, I can verify that I own NTSD. I just don’t know the login information for this WordPress.com blog.
Any help is appreciated.

You will have to contact the blog’s owner and/or use account recovery first to gain access to the blog and then delete it. Every WordPress.COM blog has a sole owner and it is the person with the WordPress.COM username account who registered the blog under that username account and associated email address.
You must be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard.
Your last resort for obtaining access is to complete the form for account recovery at this link https://en.wordpress.com/wp-login.php?action=recovery with as much information as possible and submit it to the Account Recovery Staff so they can contact you by email ie. not on these public support forums which are available to everyone with internet access.
To delete a free hosted WordPress.COM blog you must be logged in under the exact same username account that registered a blog to delete the blog. To prevent accidental or inadvertent deletion of blogs, there are multiple warnings given that blog deletion is permanent and irreversible. Lastly, a verification link is sent in an email and must be clicked to delete a blog. If clicking that link does not work then copy and paste it into your upper browser window and click.

Deleted blog URLs are not recycled, regardless of who registered and deleted them and no exceptions are made.
