deleting and reuploading does not permit file url name control

I need file urls to be fixed because they are blueprint names–ie when downloaded I need to control the file name that is downloaded.
Last week I was able to do this by deleting old versions of the file from the library so that when I uploaded new file version but of the same name it would upload and link correctly — ie the file url matched the file name that was uploaded. I can not seem to get this to occur now.The blog I need help with is: (visible only to logged in users)

Hello there,
The reason why file url’s aren’t matching because the month or the year may have changed.
When you upload an image with the title pet1.jpg tody, WordPress adds it the media library and the URL might look some thing like this. e.g.
http://petinternet.files.wordpress.com/2015/06/pet1.png .Notice the month and year in the URL. They are auto generated to keep track of the images and keep the images organised. We cannot edit them.
When you delete a file and upload a new one this month it will get added to the same month and year, but if you add a new image next month or after year to modify the old one even though with the same name, the url will have the next month or year making the url different and hence it won’t work.The best way to ensure all your urls in your posts are correct and working would be to, Modify the images and update the posts with the new URL’s after updation.

Also there can be issues with the old file name hanging around and WordPress.COM adding a version number to it (fileone – the next upload might be fileone1)
Probably your best bet would be to host the files on a service such as Dropbox that lets you update a file and keep the old file name – then link to the file from your blog here.
Not having FTP access here is a bit limiting for your file saving needs – with FTP access you could just update the file contents

Thank you simplysaru and auxclass…that makes sense now why it “worked” on occasion.
I will use a link to another website where I have ftp access so can keep the link the same, etc.

I change the name of the files when I upload a new version (fileone-A becomes fileone-B for the new version) – I do that for version control reasons – both on my PC and my web site – then I give a link to the Post or Page the file is linked from – – helps to keep things straight
