  I set up a free account and began a website, but I’ve decided to cancel. It looks like I’m supposed to go to manage purchases, but since I never purchased anything, there is nothing there for me to cancel. Please advise. Thank you.

  It seems you have an error regarding upgrades of some kind and they have to be removed before the sites can be deleted. Deleting a site with upgrades https://en.support.wordpress.com/delete-site/#deleting%C2%A0a-site-with-upgrades
