  I would like to restart and permanently delete this account and then sign up again with my email address

  While you aren’t exactly able to delete your account itself, you can clear out your site and remove your personal information from your blog. This will prevent any access to the account, and basically render it fully inactive and inaccessible. You’ll find more information on this here.

  So since you can’t delete your account, you’d probably be better off clearing out or deleting your existing site. Check out this article on how to go about clearing out elements of your blog so you can have a fresh start.

  You could also delete your site by following these instructions. Just keep in mind that’s a permanent move, meaning you won’t be able to re-use that URL.
