You have to go to My Site → Settings, once you scroll down to the bottom of the settings page, you will see an option that says “Delete Site”. You can find more detailed information here.
Also this link has very helpful information about deleting accounts. If you are having any issues with your account or blog, I strongly suggest that you contact the support team, they are extremely helpful!
