Deleting old blogs and creating new ones.

I want to create a new blog around a new subject matter, however I don’t know how to do this and the links keep looping pages.
I don’t need or want to use my current blog as it is very old and I haven’t used it for a long time but I want to keep my user details so I can log in and out.
The blog I need help with is: (visible only to logged in users)

You can create another blog with the same login on the My Blogs page.
If you want to keep the same address, you can clear the content and/or posts of your existing site. For steps on either of these process, go here: http://en.support.wordpress.com/delete-site/.

As studio5waters says, you can use the My Blogs page to create another WordPress.com site.
Log into http://WordPress.com and then click the “my blogs” link at the top. On the My Blogs page, you will see a “create another blog” button on the left hand side of the page. Click it and follow the instructions.
